So, are you saying that there really isn't any way to deter people since they aren't even deterred by a very painful/expensive/life-changing punishment? If so, we really don't need laws, just some guidelines and suggestions for the good, responsible folks.

Or are you saying that having a law and a light penalty like a fine is more of a deterrent for doing something wrong than a severe penalty? That's an odd take on things.

Neither one of those make sense so let me re-frame the picture:

Stupid, irresponsible people are going to do stupid things and cause problems, pretty much no matter what. But if you make the penalties harsh enough for them it is likely to be a great deterrent for the rest of society that is much more 'normal' on the responsibility spectrum. Much moreso than having a ton of restrictive laws that only serve to cause responsible people problems but don't actually deter the egregious ones. Do we make everyone pay a little because a few people can't be good? Not my preference.

You can have whatever take you want or ‘re-frame’ it however you want but neither of those two this is what I said.

The certainty of getting caught is more of a deterrent than severity of punishment. It’s not hard to comprehend. You don’t have to agree but you should be able to disagree without misstatements and ‘re-framing’ anything IF you had a cogent argument to make. You evidently don’t. Hence, the RE-framing’.

You don't understand, it's not unsafe if you pay the state.

Permits make it safe.

With proper equipment, skills, etc. which the permits are supposed to ensure, created for those that wish to be careless.

Thread title is "Share Pics of People Hauling or Towing Something Wrong". I don't see anything about 'carrying' .

Gotta be a set up though. There must be some rolling gear under there some where.

No, it was by hand with 250 men.

Absolutely and positively not and this is a fairly common occurrence. The Amish pick up and move buildings all the time. They just bolt metal rails to the inside so everyone can get a good grip, brace the openings, do the math on the number of people needed and schedule the time. Then, they pick it up and move it. It's no big deal for them.

There are videos I posted in this thread earlier of a building being moved.

In some states like Texas, they still have the death penalty for heinous crimes. I'd say that's about as severe a penalty there is for a crime, yet murders still happen there daily. I think the point is more, if you are more likely to get caught then maybe you'd be less likely to try something.
