Stop already with the " It uses power when the switch is off"... Your TV yes your VCR.."shows my age". yes but they are still plugged in with stuff inside still running... If you turn the power off to your lights they are off...NOT USEING power...
Instant on ballests are electronic and the buzzy old ones are cor and coil ballests..
As for bulbs...they are measured in 1/8th of and inch... yes a t-8 is one inch because it is 8-8ths of an inch across.. t-12's will no longer be avalible in a few years with exception to some sign high output bulbs...
T-8's are good for a small shop but for comercial applications with long hours of use the t-5's will save you money on the long run.. yes smaller is better..
