Should we give aid to foreign companies?

Most of the big cruise companies operating from the US are at least partly US owned. For example, Carnival and Holland America are jointly registered as US and UK companies. tregistration of the ships is a minor detail, a legal and tax convenience. Just like so many companies in the US, regardless of where they are based, are registered in Delaware or Nevada.

Personally, I love cruising and would hate to see any of the cruise lines go out of business but.....I see that the cruise lines are asking America for billions of dollars in aid to help them with their losses due to Corona virus.

These ships are registered in the Bahamas, Panama, Liberia and Holland, among other places, to avoid having to follow American rules and pay American taxes. Then they turn to America to ask for aid. Shouldn't the country they are registered in be the ones offering aid? Maybe America should demand that they start building ships in America and registering them here if they expect to get aid in the future?

The big 3 are headquartered in Miami.
They also trade on the US stock exchange, so billions of US investment dollars risk being lost.
They also fill up with millions in food drinks and fuel before departing each week ......

Not to worry.
The DPRK is unlikely to accept.
Their population is starving anyway.
Their govt. is probably not at all concerned with Covid-19.
It may thin the herd somewhat that must be fed.

Where a ship is registered has more to do with maritime law. I wouldn’t be surprised if Exxon’s tankers were registered outside of the US.

Any Company that doesn't pay taxes to this Country shouldn't receive aid.

I've taken a number of cruises - and enjoyed them. We don't fly so it's our only option for some vacations. However, I am not in favor of big bailouts because cruise lines were overbuilt before this virus and have suffered a catastrophic PR and Marketing failure with the onset of the virus that it may take many years to overcome. Any bailout will certainly not go to preserve jobs but to pay for mothballing ships. No cruise line will take the US dollars to pay employees for doing nothing for years. Perhaps there could be a payment exclusively designed to go to employees for a fixed time as they seek other employment. But that's all.

Maybe I am just slow. Can you show me anywhere in this "news" article quoting Little Kim's Sister that says we are giving money to N Korea?? I probably didn't read it deep enough...
