The manual calls it a slow burn fuse. Is this just a fusible link ?

If the manual is listing it as a fuse, then it probably is a fuse & not a fusible link. Did you test the main fuse yet... I would do that first...

But to answer you question:
Most of the Higher amperage auto fuses (MEGA/AMG/BF2 - AMI/MIDI - ANL) are almost always Slow Blow Fuses... & many of the MAXI Blade are offered in Slow Blow, basically a timed delay that can handle a larger temporary inrush of current.

Little Fuse Maxi Slow-Blow Fuse - Here is an example.... Little Fuses Maxi Fuses part numbers ending in "BP" are slow blow.... NAPA or any auto place should have them.... You just need to know what size fuse you need...


Definition:
Slow-blow fuse is a type of fuse which can handle a temporary surge current which exceeds the current rating of the fuse. A slow-blow fuse does not blow for a temporary surge current; it must receive a sustained elevated current above its current rating for a period of time before it blows

Thank You very much.

All fuses check good. This is wrapped to the harness behind the starter, looks to be a plastic box taped in place. I will get at it, open and see what is up.

Then it is probably a blade type fuse in a holder... it will most likely look something like this...
