This is sooooo confusing. I called the Fed-DOT state office here. They said two ties is what Fed-DOT 393.128-b-1 requires. they could not, however, clarify whether State laws or Federal laws take precendence. It seems that is a gray zone...

State regs can be greater than Fed but not less than Fed regs. That is what is so confusing, you can be legal weght and be bridge law compliant w/53' trailer in Michigan and when you get to Ca. you are too long on the bridge law and if you shorten up the trailer axle you're over weight on the trailer axle in Ca. i may be wrong here, and i know i'll be corrected if i am, but i remember reading somewhere not to use chain and binders on the axles because they are cast and may snap. i was told to use the front bumper (bracket 1/2 steel plate) and the tow pindle in the rear.

As suggested, I would have run the chains more on a angle. Then used some straps to hold the Box Blade and Disk.
