The parents may now be very upset with the boys - but did they know or really care where their children were? Are they going to make them show up to work? If the boys decide not to come then what? I think you need to involve the Court system in some way. Are you sure you have the time, energy, and projects for them to do?
As a scoutmaster for 15 years it is very rewarding to see boys develop into outstanding members of the community - so there is plus side also.
