As I have said before..... the politicians are crooks. Your post proves it. Instead of leaving the profits in the fund to purchase newer equipment and for the "rainy" day when some unexpected expense happens. This is the unfair part of the program that they have given your department. There is no incentive to conserve or be diligent.

This problem does not exist here in OZ any more, govments out sourced everything. So instead of having tens of thousands of fat cats we now only have about 10 very very big fat cats /forums/images/graemlins/grin.gif /forums/images/graemlins/frown.gif /forums/images/graemlins/grin.gif

It is unfortunate, but it seems that is what our current LEADERS (all of them Rep or Dem) want. Special interest groups are leading to a big down turn in the way we work.

Supprise them all, Reelect no one.

Its absoultely true...but in my many years of working in coporate america as a consultant (an outsider looking in), its true there as well; I personally was asked one time to bill a department close to 6 figures for programming work they didn't need done; the only condition was that I get all my invoices in by 12/31 of that year...which I did. There ONLY criteria for "hiring" me was that I could bill them soon enough. They never asked what I did for the money, and never cared. But it was better than the alternative for them, which was to have the money revert to the general fund, and have next years budget whacked by an equivalent amount...I was shocked; but in this case anyway, on the receiving end.

A perverted system to be sure...
