Millings/RAP are a pretty good for what they are, but they aren't ever going to be the same as real asphalt. Where they shine is they are more water resistant than limerock. FDOT still classifies them as a Substandard base group, suitable for use under paved shoulders, but not travel lanes. I have them in my driveway, and the are nice but nothing is going to turn them into asphalt except new Aspaltic cement. There are/where companies messing around with extreme heating old RAP and making 100% recycle asphalt, but that still would never be equal to real asphalt. Your A.C. content just isn't high enough to truly bind the aggregate.

Diesel will act as solvent to dissolve some asphalt cement.transmission fluid will also dissolve the asphalt cement. Except if you are covering the grindings with pavement, sealing the top of the grindings will have little long term benefits

Right, I don't see the point of dissolving the AC. With emulsion you could tack, prime, AND fog. More importantly, with emulsion you are _adding_ AC content. FWIW, Here's an example, http://www.rginc.com/docs/DataSheets/SS-1H_Emulsion.pdf

I am a little bit in shock at you being allowed to spread 15 gallons of diesel on what looks like a suburban driveway. Around here insurance companies are going nuts over fuel spills, forcing people to build concrete posts around their home heating oil tank and put covers over the outlet valve to protect it from getting broken by falling ice in the winter. This is because any tank that spills a few gallons of fuel usually results is someone with an excavator digging up half the yard and hauling it away, then replacing it with new soil. The cost is high enough that insurance is often involved, so they then pass rules to protect the tank and will not insure you unless you meet their requirements. Meanwhile half the time the cause of the spill was some crackhead cutting off the copper pipe to get a couple dollars for the scrap value, at the same time being too addled to turn off the valve before he cuts the pipe.

That said, how the heck do you get away with spraying 15 gallons of diesel on your driveway without your neighbours losing their minds? Your driveway is attached directly to their lawn. There must have been some runoff.

Around here millings has become very common.
All road builders are using it.
A huge milling machine drives shredding with a grader levelling it out then a few days later comes the paver that lays new hot asphalt.
Makes sense to use instead of crushed stone as a bed for the new asphalt vs scrapping in land fill.
Currently millings sell for less than crushed and make a superior driveway.
Crushed washes out on hills but millings stick together after exposed to hot sun plus the more traffic the more cohesive.

Around Ohio the grindings are used to make new asphalt. Very little is wasted or landfilled

Regarding the large chunks of asphalt. This can be avoided if you order screened or double screened millings. If you are getting the millings straight from the milling machine on the road project then they will not be screened. This is usually done at the asphalt suppliers yard. Screened millings are very easy to spread with a box blade and you can end up very smooth surface until heavy traffic or Mother Nature tears them up. Obviously they will cost more but still less expensive than crusher and a better surface.

What do you think they do when they build roads? They dump lots of oil on the ground.

There is nothing hazardous about what the OP is doing.
