Dirty fuel filter.. maybe air in your fuel line.. have you run low on fuel at some point?

I am kind of leaning toward Bird's suggetion. But not sure how to adjust the governor if that is something I can do.
Some others I will reply too here is the additive I am putting in is diesel fuel additive that cleans ejectors and absorbs moisture. As far as air I should not have any air in the line and again the sediment bowl is as clean as a whistle.
