Definitely!, but need to pull pistons and do a proper job.

Can i use sand paper just to get it the rust off .
The rust is only at the top, the rest of the cylinder looks alright .

The hone you show would work, but takes a little bit of skill to not change the cylinder shape. A ball hone, like @jigs_n_fixtures suggested is preferred to remove the rust and crud (red). It also will put back the crisscross hone that the cylinder originally had and eliminate or lessen the vertical grooves (yellow) the cylinders now have. New rings are a must on the pistons.

Unfortunately, I only see a very expensive ball hone on Amazon FR.
In the US, it runs about US$60.

Ok . I've managed to get a piston out here's a photo ;

Do the piston rings look alright or do they need changing ? What's the best way to clean it ?

. it looks alright and might be able to use again . What do you guys think?

The rings actually look okay. Remove them and the wrist pin from the piston. Clean everything really, really good. Get the rust and crud off of everything. Bearings look fine. You can reuse.
Hone out the cylinders, clean everything, cylinders, block, pistons, oil pan, everything that has rust and goo on it. Check your oil pump for any rust or goo. Lubricate everything when you reassemble and you might be okay. If you can get it running (I don't know what else you may be dealing with in this engine or fuel system), it will smoke, but may work okay.
Make sure you change your fuel and oil filters. Make sure you flush your fuel lines.

Does the the balancer need to be timed ? Can i just take it off and put in back on .

Yes, it would have to be timed. I looked that tractor up a while back and it is supposed to have a Perkins 3 cylinder 3.152 or 2.5 liter engine, which I didn't think it had a balancer. Can you verify?

It's a perkins 4.236 4 cylinder 3.9 i think . How do i time it?
