My Howard tiller is designed to that it can be offset to one side.
This is so that if the tiller is not as wide as the track on the tractor (which in my case it is not) you can offset it to cover the inside tire and not leave compacted soil where the tiller doesn't cover the tire track.
You just have to till in the appropriate direction so the passes overlap.
