I will test the guage tomorrow, it was just a recent thought that occured to me , and its definately a water cooled intake, it has a water jacket with drain plugs, as well as a main hose from the radiator that runs into it, i believe its for the propane system, and i also double checked one of the drain plugs just to see . Ill do a leak down test, the problem is there is no power or air available, so I will have to buy a bicycle pump to do a test, I have plugs with air fittings already set up, but not for his size plugs, Ill have to make one. easy enough to do, and I really appreciate your suggestions , thx again

You can salvage the Schraeder valve from a tubeless tire valve, a tire tube valve or even a valve for adding air to a well pump tank.
Lol I used to own i tire shop so I have a few of those laying around lol, and thx

I also thought of cam timing , but that part of the engine was never disassembled as far as i know, like i said Im the 3rd known guy to work on it......... and it was in pieces when i got there. My gauge shouldnt be off, but stranger things happen, its not like its a cheap gauge, and it was on last time i used it...... I can only work on this for limited periods . as far as the gear goes, I have no idea, it is an overhead valve but the cam is in the block. Its hard to find info on this as its a morphadite.

Now the valves , I did the valve job, I did have to go deeper than i like, but i had valve clearance, the seats had alot of corrosion on them. I hand lapped the valves in , the looked good, I also did a fluid leakdown test on valves with no issues. I have never had one of my valve jobs fail , but things happen. so i guess its a possiblility, I am more inclined to thing it would be the rings, It did sit w/o the heads on it for and unknown amount of time, I did not put the head on , I told him how to clean them as best as possible , but what was done i dont know, but the compression at least by my guage is fairly even , I am going to test my gauge tomorrow.

OK, re intake manifold but it would he liquid heated to evaporate any non vaporized propane not cooled.

Did this engine ever run with the only work done involving the head and distributor?

Where did the plug gap number come from. .045 seems high for that vintage of engine.

Might consider lowering it to .025

You had mentioned their was water in the engine. If someone cranked it in this condition, perhaps a key locking a gear to a shaft was partially sheared and is now affecting cam timing.

How about some photos. Who made the engine?

Update, I have finally got back to working on the tractror. I pulled the front timing cover off, and none of the dots line up, I am thinking a spun keyway on crank, does anyone have any images on the timing mark alignment, its a ford / new holland 3930 , running on propane. these marks are not even close to being lined up.TIA

The marks are for static timing. Due to the various gear tooth counts you may have to rotate the engine several dozen times after a proper setup and initial engine rotation. Because they are not aligned now means nothing.
