t5c will not start

I have not used my t5c for three months. I had someone check the wiring to the push button starter & check that it was firing. The fuel & choke cable are hard to work and it does not appear that the throttle cable is working properly but when we manually push it to full throttle, gas is flowing out of a small spout (nipple) of the throttle body box that's beneath the air induction box. Is this an overflow valve or is this where a hose should be connected going to the carburetor? I know very little about engines!

Where can I find information about the fuel lines and the carburetor?

The next step is to check & clean the carburetor......any advise would help......thanks .....Jannige
