My father had an old Craftsman cast iron table saw that he made a stand for. It was made out of 2x4s and plywood. He used two lawn mower wheels to make it movable. It was a wheelbarrow set up. The wheels would only touch the ground when you lifted up on the two handles on the opposite side. The motor was on the same side as the wheels and the handles would fold down when not needed. I doubt even today it would cost much more than $30 to build.

I think really that's the ticket here.

Well my 'shop' is small so everything is on wheels so I can tuck them away when not needed.
Works 4 me.
Heck I even have an assembly/work table that is on casters.
For stability all have 2 locking wheels.

A buddy was gifted a table saw and the PO had attached a couple of lawn mower wheels (with the height adjusters) to two legs just as you described but to move it, you have to lift up on the two round rails the fence attaches to. It's been like this for a long time and hasn't exhibited any ill effects.
