Ended up being that the water separator/filter housing had an internal blockage ( probably from being a used part and sitting for who knows how many years in an old tractor repair shop.) I had to drill out the blockage and then hooked everything up, bled the system and used it for an hour before it stalled on me.. so I checked the bleeder on the filter housing and nothing came out at all so I blew air into the bolt bolt in between water separator and filter and I could hear the air come out inside the tank and then as soon as I let off there was a rush of fuel so there is some crap in the bottom of the fuel tank that needs to be cleaned out. I need to replace the shutoff at the bottom of the tank anyways so.. just wanted to update everyone.. thanks for all of your help, this site has been critically essential in keeping our tractor running for our animal sanctuary.
