Given your original sketch, there is no way those arms can work correctly. Heck, they don't even have the right bends.
But, if the correct bars were turned upside down, the implement end of the arm would appear to be pointing outward (instead of straight back) when spread wide enough to fit an attachment. You probably couldn't get anything attached without one whale of a fight!
The arms on my TC30 look just like Jerry's, now. The dealer (?) installed the clevis pins on the lower arms with the pin keepers on the tire side. Sure enough, the tires eventually caught the keepers just right and straightened them out. Lost both pins one afternoon while mowing. Didn't notice right away as the arms stayed within the clevises on the vertical links until I tried to raise the hitch! Then, nothing. . . .
