First I would stop using starting fluid as I've heard it is not good at all for a diesel engine.

Hopefully others will reply as I can never remember the scenario which will allow your starter to turn over the engine but not allow it to start.

It's probaly something safety related like the gear selector switch so it thinks your trying to start it in gear, the PTO switch so it thinks your trying to start it with the PTO engaged. I don't think its the seat switch as from my memory if your not in the seat the starter will not engage at all.

One easy check is to make sure you are in natural with the parking brake on then try to wiggle the PTO lever and your gear selector and bounce up/down in the seat while you are cranking the engine. Next you would probably need a volt meter to start checking voltages and contacts.

What was the last time you started it and what were you doing with your tractor that last time, maybe a wire got disconnected from underneath?

Check air filter and ducts for blockage. Verify fuel quality and if it is getting to the injector pump. Maybe the fuel stop solenoid on the injector pump stopped working or is weak. That would make it act like no fuel is getting to the cylinders and it is a common "issue".

Be sure fuel is getting from the tank to the fuel filter. Sometimes there will be a blockage at the fuel tank outlet. Try cleaning or changing the fuel filter. Bleed the system per manufacturer instructions. Check the fuel stop solenoid as Ruffdog suggested. The problem does sound fuel related. Be sure your air filter is clean and the path to the intake manifold is clear.

This tractor was only a year old when I purchased it have never had any problems with it I've never had to be in the seat to start so the original owner must have took care of that safety switch . I think it is a 2002 just put new battery in it really turning over good replaced fuel filter got air out of lines stoped bubbling still won't start. I would like to pull spark plug out to see if I'm getting fire but can't find it

Doug, a diesel engine ignites the air fuel mixture by compression. .. no spark plug.
If you didn't run the machine out of fuel, or have a clogged fuel filter, probably a fuel delivery problem.
I had a TC29da for 20 years. If you ran it low on diesel, it was obvious, it would spit sputter badly.

I know it doesn't have spark plugs my attempt at humor. New battery tonight still will not start. Never ran out of fuel but the fuel that was in the filter and bowl was nasty so I drained most of it out of tank filled with new fuel at $4 a gallon and its looking pretty nasty again going to drain it out again. Can anyone tell me where the fuel solenoid is?

If you have nasty fuel, that has to be fixed first. Then you must bleed the supply to the injection pump per instructions.

Attached is the bleeding procedure. If you haven't been able to identify it yet on one of the diagrams I have circled and pointed with an arrow to the solenoid valve.

Let us know what you find out.

Doug, do a search on this forum or google. TC33 solenoid / relay problem. There was a post about someone having a similar issue. I am fairly certain TC25d, TC29d, TC33d are identical in regards to the fuel system.

@Doug4speed - A bunch of good info above especially making sure you have a clean fuel supply & it is flowing freely from the tank to the fuel filter bowl. You can easily remove the incoming line at the fuel filter bowl to drain / check flow.

A couple things to check being it is a NH... the glow plugs seem to be working based on the dash light & the tractor is actually turning over just not firing...

On the TC series the seat switch and the parking brake switch will not stop the engine from turning over. However they do cause the the fuel solenoid to shut off, so I would check both of those. If either one of those safety interlocks are not working the tractor will turn over... but WILL NOT start. I would check the seat switch first as it is a more common problem than the brake switch; you can unplug the switch under the seat & just jumper the tractor harness connector with a short piece of wire to test it. If it fires you have a seat switch issue.

If it doesn't start I would make sure the fuel solenoid is operating as others have mentioned... There are a few other gremlins the TC's are known for but I would start with these as they are pretty common issues.

These are the scenarios that I could not remember that will allow the engine to crank but not start! I'd be betting its one of them, probably the bypassed seat switch has become un-bypassed.

Hey guys I appreciate all the help sorry it took so long to get back with you I've been busy. This was very easy fix I've learned a lot about this tractor from all the helpful
posts I am not a mechanic and I don't claim to be one I can change parts. throttle cable came apart underneath the dash so fuel pump wasn't pumping any fuel into cylinders. I know should have checked that first but I have new starter, battery, new filters so I've learned something and tractor is running great. Thinks for all the help

Glad to hear you back running and thanks for letting us know what the issue was so other can learn in the future. It sure is amazing how such a simple issue can cause so much effort.
