If you have access to an air chisel gun with a drift or flat head bit that helps free up rusted fasteners. Soak it good with penetrating fluid and rat-a-tat-tat on the bolt head a few times. Back up the opposite side of the block with a heavy hammer to prevent deforming the housing.

Sorry you are having problems. I can sure sympathize and empathize. It always seems it's not the job, but the things that don't work right that get you. If the impact wrench didn't work, you probably need some serious soaking with PB-Blaster or similar. Heat on the bracket and ice or freeze spray on the bolt head might also help. It occurs to me that the bolt might be part of what is holding your steering wheel firm also.:confused3:
