My hydro shop test with compressed air. I believe he uses a oxygen tank that has a 2500 psi rating to simulate hydro pressure. He has told me if it can hold air it will hold hydro fluid.

From everything I have ever been taught this is NOT an approved practice. Compressed oxygen in the presence of oil is EXPLOSIVE! If a cylinder fails with hydraulic pressure it makes a big mess, if it fails with air pressure it is a bomb and can kill someone!
