Well, it depends on many factors we are probably not aware of so we likely cannot debate this intelligently but when a figure skater pulls her arms "in" the mass is closer to the center and she spins faster. So I see this as us taking mass out of the earth's surface (compared to the vast depth of the planet) and thus, in effect, doing the same thing as concentrating more mass near the center. That should make it spin faster just like the figure skate pulling her arms in and going faster.SO now that you 'splained it I would have to say that the Earth should be slowing down since we are depleting it's flywheel...
and THAT's a fact!
However, when we burn the oil we put the mass up higher (in the atmosphere) where it still weighs the same (since matter cannot be destroyed, but only changed form) as a gas and particulates instead of liquid on (or just below) the surface. If this is truly the case, then YOU are correct in that it should be slowing down since the mass is now further out. I just do not know how our atmosphere and its "drag" (or lack thereof) on the rotation actually works........
