did the architect know that you intended to sit on the plans for a year?? My guess is that he didn't or that he wasn't aware of the changes that were about to be enacted. Codes change quickly and not everyone is aware of the impending changes until they happen. I am certain that if he knew that you were going to delay building or he knew about the changes, he would have advised you.... It wouldn't have effected the fee that you had already paid for the work that he had done. If you had pulled the permit, I am certain that the building department would have advised you also of impending changes and have told you how those changes would effect your plans if you didn't start construction in a timely manner. In CT, you have 1 year to start the project from the date you make the application for the permit. There is no time limit on the amount of time to complete the project as long as you are continual working on the project.... You cannot stop for a year and then continue on the original permit. You need to apply for a new permit in that case. You are allowed to stop building during inclement weather for the duration of it.

No .. he did not know that I was going to wait a year and that's why I said I really could not find fault with him ... also he helped with the changes and the pulling of the permit which I was very pleased with. As I said, I would still use an Architect on any future projects like this one. I cannot complain and don't intend to with my Architect.
