I keep trying to call that second one back in that first screenshot. I figure it must be some super secret lottery winning hotline ...

Its easy to stop most of this. Place your phone on do not disturbed mode, than sub click allow callers on your contact list to ring thru.
i did this a few years ago, went from having 40 to 80 calls a day...including midnight, to having only legitimate calls come thru. I do get quite a few fake voicemails still though. And now there texting me crap continuously. But these I can add to spammer list and the texts start to disappear.

if the caller is legit but not on my contact list, they can leave a voice mail and ill call back.

Just don't answer any calls that you don't recognize. If it is important, they will leave a voice mail.

Answering or calling back just to mess with them just tells a computer they have a live line and your number is passed through or sold to others who will just increase the spam calls.

You would only have to hunt down a dozen or so of these creeps and televise their hangings on national TV before the spam calls would start decreasing.
