Throttle Lever

Is this throttle lever pinned in or is it that a broken head off a threaded bolt? The inside and outside lever both have the same situation with a bit of what looks unthreaded on one side and recessed on the other.

It has an excessive amount of play in my opinion, I just wanted to get it off and check it out.

Also, there is a broken cable attached to the other side of that bolt on the lever, where did that cable once go?

Looks like a roll pin and the cable had a lead crimp connector to show it you tampered with the adjustment.......

Wondering if the broken cable could be #14, locking wire?
