For hard virgin clay soil you will need to purchase a moldboard plow, too! Plow first and then till.
I just used a subsoiler to "plow" before I tilled my "pasture" (was nothing but packed dirt & a few weeds when we bought it). A subsoiler is $200 & dead common at any farm store where a real plow is a bit more uncommon these days.
