I just used a subsoiler to "plow" before I tilled my "pasture" (was nothing but packed dirt & a few weeds when we bought it). A subsoiler is $200 & dead common at any farm store where a real plow is a bit more uncommon these days. A subsoiler might not do as good of a job, but it will loosen everything up & is trivial to use.

I have been tilling with my 54" Landpride on the back of a L and B and now only on my BX2370-1. I'm tilling some what clay 2' tall fescue grass never tilled or plowed in 15 years and no plowing. The first slow pass cuts and grinds the grass and chops the top of the ground. The second pass starts doing decent tilling and the 3rd pass a couple weeks later make sit ready to plant vegetables. I've tilled about an acre doing this in the past month. My watermelon and cantalope seeds are doing great and the Okra seeds are popping thru great and the tomato and cucumber seedlings are shooting to the sky.
Every time I till I expand my tilled area in circles and blocks and will have the acre and a half mostly tilled by next year. Plan to build a house on the 3 subdivision lots within the next 3 to 5 years and it should all be tilled by then and easy to level out perfect for the yard but ir's my garden until that happens.
