There's a chart at this Firestone site that'll tell you how many gallons per tire for the size you have.

When I filled the 11.2x38 tires on my H (36 gallons filled to the top of the rim, about 300 lbs per tire if pure water) I started by putting six gallons of low-tox antifreeze. That'll protect against a hard freeze into the teens, good enough for around here. I don't play tractor when it's freezing.
I used a two gallon pump up sprayer. With the spray nozzle off the end of the wand was a good enough fit against the valve stem (core removed) that I didn't spill any. Then used a connector from the auto parts store to finish filling with the hose.

I edit-ted to remove a file I attached that showed freeze protection at lower antifreeze ratios. It didn't show up legibly.

You mix the alcohol with water. I can't for the life of me remember the ratio. It seems like it was one gallon of alcohol to 3 gallons of water, but I'm not sure. It's been to long.

Jerry, is that ratio (or something similar) sufficient to prevent rust or just function as an antifreeze?

Willfick, are your tires tubeless and if so, have there been rust problems?

Use is 1/2 of 1 percent up to 1 percent by weight of the volume of water. It is safe for yellow metal valves etc. and for use on rubber and other synthetic materials. It is compatible with anti-freeze additives etc.
Use is 2 to 4 pounds per 50 gallons of water. It is available in quantities as little as 5 pounds and up.

Just out of curiosity why don't you just take your tractor to a dealer and have the tires filled with nontoxic RimGuard a product specifically formulated for this purpose?
