The tire should say on the sidewall. I do not believe that liquid changes the pressure.

Maximum pressure is listed on the tire, and most people run at that or a little lower. However, the owners manual will have specific recommendations and is the best source of information.

I try to run mine low enough to have some sidewall flex so I have 100% bar tread on the ground. This is usually around 12 PSI on my tractor and depends on how much weight is attached. You should have the heaviest implement on the 3 PH when doing this.

You can check this by running tire thru water and then onto dry pavement to see how much tread is touching (marking wet on pavement). You can also do the reverse on this by just wetting concrete, but not have standing water, and driving the dry tractor tire thru the wet pavement and see how much of the tire gets wet.

Gary, I think that the guy at Everything Attachments mentions that in one of his videos: he put a slip of paper under the tread at the edge while slowly deflating the tire until the paper was caught. Same idea of getting 100% tread contact. Made sense.
