Tire question

I need new tires on my newly owned 4340 and it currently has front tires 11.2-24 and rear tires are marked 16,9/14-28. From what i've found it sounds like they now recommend 16.9x28 on the rears. When i measure the existing tire it looks to be a bit over 14" wide and from what i can tell only a 12" rim. Will a 16.9 tire work on that or will it really balloon or mess up the 4x4?? Tire guy says he'd recommend a 14.9x28
