First, The hydro problem appears to be fixed. Very low on fluid. I know, knuckle head move not to check first.

With regards to the the control linkage. As you are looking in the round viewing cover from the control lever side, there is a pin where the control lever meets the lower section. As noted, in the lift swinging of the control lever, it moves the pin about a .25" in the first half of the control travel. As you continue to move the lever to lift the pin stops moving but the control lever continues to swing up!. The oposite is trure for the lowering fuction. Pin moves very far and moves the entire time the control lever is in motion.

I have not tried to lift anything to heavy, just the grader blade

Are you talking about the lower t-valve on the pump side, or the draft linkage up under the lift cover?

It's the bottom end of the contol lever that is in the casting. It's centered in the access window.

I've started preping for the repaint. I borrowed a sand blaster. I degeased first and will start blasting tomorow.

I'd have to guess that the lift quadrant is a tad out of alignment.

When it was working, were you getting full height out of the lift? Also, keep in mind that there are a few extra linkages under the lift cover that also actuate the fork to the control valve, automatically, depending on draft loads.... still though.. I think your lift is out of adjustment.
I'm not sure if your quadrant adjusts like a 9n/2n or not. Most of the pumping and valving are the same.. but there are subtle differences in the lift cover and pto shaft and coupler.
