Tool & filter recommendation please

Can someone recommend one of those eccentric flaring tools for under 100$. Ill need to use it about 10 times.

What is the best oil furnace filter to use? Im not sure I like this F25.

As far as the fuel oil filter there are numerous filters besides the old standby F25 felt filter. You can get different elements to go in the body, you can get spin on filters.
