I have spent a lot of time straightening out bent equipment and have found that most of the time just cutting and re-welding is usually the easiest way to go, and you will get it right the first time. For some unknown reason it's a lot easier to bend something than to unbend it.

What he said....If the tube isn't deformed, put the machine on a relatively flat surface, cut/grind out one of the existing welds, let everything settle, take some measurements relative to the tractor to check square and alignment, adjust things as needed then weld the tube back. Otherwise, just cut out the tube and replace it completely. You can spend days trying all sorts of solutions and you might find one that works but why complicate it when you can knock out a fix in about an hour.
