My forks were really tough to move when I first got them so I removed the forks from the frame and took an angle grinder with a flapper wheel to the frame and forks and smoothed/buffed all the surfaces that came in contact with each other. I made a slight radius on all the 90 degree edges on the frame. Applied a thin layer of grease and now I can move them with just a slight push. Made a huge difference. I only tilt the forks down slightly to take any pressure off between the frame and forks. I found that tilting them straight down as some have mentioned would add friction on the back side of forks where they hook to the frame.
