Can the back hoe be used to raise logs and pull them. I was thinking if the dipper latch is on and the swing pin is in the setup should be strong.

NO. The tractor can pull more than the hoe's hydraulics are strong. There for you subject the hoe to more forces than it is disigned to see. And you could also rupture a hose or cylinder.
Attach to a solid point on the tractor itself, or the hoe mount. Anything that is strong and not connected to a hydraulic cylinder.
