my only question is how can i get it tagged without inpsection? is it because i don't live in ME?

Dunno. In Maine the inspection and registration are not co-dependent. You can register/renew without showing proof of a current inspection. An inspection decal with an expiration month is applied to a vehicle and to trailers. That's what a Maine LEO would look for.

You have to supply a current registration form to the inspector for a vehicle or trailer, and they do stamp them. Proof of auto insurance is required to register/renew for motor vehicles.
