I'm looking at getting a gooseneck dump to haul my tractor loader backhoe. Is it legal to rest the loader bucket on top of the gooseneck framework? That would let me go with a shorter trailer.

Not to be smart.
It depends on,
1: were you are, who you are
2: the policeman's opinion weather its safe
3: and if he is pulling you over he thinks isn't safe.

On the other if its chained down and wont hit the truckor do any other damage to my stuff.
I'd do it with with out even blinking.

Yes.
You may also need to chain it - as well as the tractor's 4 wheels separately/independently - and/or you might be in one of those places where the requirement is to chain down the tractor's axles.

Some of this might also depend on the RATED weight CAPACITY of the trailer, under/over 10K things typically change.

Call your local DOT or Highway Patrol office and ask them, that is the easiest and best way to get the correct answer. I would be very interested in the response when you get one too. I would love a dump trailer for my tractor.

I called the highway patrol. Officer said it would be ok to put the bucket on the gooseneck as long as it was tied down.

That would be accepted everywhere as far as I know.

Do trailer manufacturers have an option for a deck over the neck on a gooseneck dump like they do for regular flatbed goosenecks? That would make a nice place to rest the loader bucket and chain it down.

When I was looking recently at flat trailers I think the option ran ~$350-400.
The thing is on a dump trailer the sides and bulkhead are usually higher than the top of the gooseneck.

One thing to think about is just because it fits on the trailer that does not mean the load is distributed properly. You may need a trailer 5 or more feet longer than the load to get the proper weight on the truck.
