Here's a photo of that bridge in Livingston before the train incident. As I mentioned. The spans are all different. Since the bridge is some 70 years old, that would mean it was built during the depression.

Really odd looking bridge, looks like it was cobbled together out of whatever materials were available for use at the time.
What is the purpose of the paved area in the lower RH corner?

I believe that is rip-rap made with crushed limestone to deter erosion of the bank around the bridge. Where a bar ditch flows into a creek, it's common practice to line the area around the bank to reduce erosion.
