A couple of things. We might remove some of the disincentives by supplying surplus food commodities instead of food stamps to recipients. Back in the 50s and 60s the USDA ran those programs with some success. Be sure it is staple items and not processed foods. Folks would be healthier and would at least have to make the effort to cook the items.
It also looks like we may be handing out way too many handicapped parking permits. At our local WalMart, the great majority of people who park in handicapped appear to have obesity as their handicapping condition. There is no problem with the truly disabled getting help, but a lot of these people need to park and walk while shopping.
A few years ago, I was working as a tech for a utility company. My coworker and I went to a house out in the country to fix a problem. As we got out of the truck, we noticed a terrible dead smell. I asked the lady if there was something dead around and she pointed to the driveway opposite the one we drove in and said, "yeah, there is a dead possum over there and I've been calling the Highway Department for four days to come move it". I asked if she had a shovel and she allowed she did. A few seconds later, the possum was buried by the road ditch. No more stink.
This sums up the attitude of a lot of people. Let the government take care of it. These people only take and have no intention of producing anything except children and maybe a little meth. The cycle cannot be broken as long as they make more being useless than they would getting a job.
