What's not moving?...everything is moving...(about 1K mph)
One might consider there may be "things" that are outside of one's awareness.

You know, Unidentified things. Things that don't move in the ways a single mind can comprehend.

Just give us One Free Miracle, and mankind can explain all that follows.

Though it may not be significant, Octopus species actually have been documented using tools to achieve their goals. They don't manufacture the tools, but have been observed making extreme efforts to choose the right tool.

Case study shows Octopus trying to open a bivalve clam shell, will often sort through several dozen rocks before selecting the particular rock with the best shape, for opening the shell. We humans are lucky, for if Octopus were 8 times larger, their brain capacity would be sufficient to challenge humanity as dominate species on earth.
Octopus only live a few years.

They must move around too much ;-)

I have personally seen 2 UFO's.

Octopi are very unique (marine) creatures...all you have to do is be around them a short time and it becomes obvious how intelligent they are...most moderate (offshore or reef) waters fishermen have encountered them...
If taken they should be dispatched humanly...there is a technique...

I have had experiences with them that got loose in the cockpit of of a fishing boat and it's like playing tag...they watch you and dodge you...they are very fast out of the water...they will duck into any space to evade you...they will also bite the hell out of you...!

Not only do they make good table fare...a big tentacle on a hook with a 2# live porgy make a great bait set for a Warsaw or a Carborita etc...!

I think the government report will reveal that there are a select few sightings that are factual but still can not be explained.
