Regarding the "subdivision" comments: I think that can be a bit misleading...
I am looking to buy 36 acres in a "subdivision" in Colorado. It is at an elevation of 9000ft and the "subdivision" is about 10% developed. No utilities, no services. Most residents are snowed in for 2-3 months of the year. Some park cars next to a county road at 7500 ft and get up / down using a snowmobile or snowcat. There are free ranging black bear, elk, and antelope. You are allowed to hunt on your property. Covenants are modest. HOA fee is about $100/yr. It is about 15 miles to town and the nearest gas station.
To "live" in that kind of subdivision is quite different to the kind of living we usually associate with "subdivisions. The Browns were freezing to death pretty well, regardless of how close the nearest pizza shop was....

The charges do not describe why investigators believe the Brown family was not eligible for the dividends that some members received between 2010 and 2013.
