Wow, that's almost the same as my "WellPro" brand hydrant from ther HD. Same color even. The difference being that the round brass item with the operating rod iin the middle is equipped with a somewhat thin 9/16" nut on either side to hold its location on the operating rod. To adjust the effective length of the operating rod you need to loosen the bottom one and then tighten the top one. Quite similar. Likely the same foundary making the big parts.
