Unsafe towing... Heavy tractor on broken "7k" landscape trailer

So,the guy came by yesterday to trade his Deere 755 for Dad's L3650. He lives ~1.5 hours away and in my opinion, shouldn't be allowed to own anything larger than a riding mower. See the pictures below of his "7000# trailer" with the L3650 (has Laurin FOPS cab, 4 loaded tires, loader) and bush hog on it.
I pointed out the broken welds and such, but he didn't seem to care. I was close to calling the police and letting them know of an unsafe load heading out, but he left and I didn't want him to get pulled over too close to the house, so he couldn't drive the tractor back.

Forgot to mention, 4 way flat for lights, no brakes connected, only 2 straps for the tractor (I use 4 on a B7500) and (if you didn't notice it) and an open quicklink for the "safety chain"

We just wanted to have him gone from the property.

Wow, my 7000lb 16' trailer looks totally different; ie a lot more steel, bigger beams ect. That is one wimpy looking trailer...

These are the kinds of people who never have any issue and never get pulled over.. He'll be fine..I'm guessing this isn't the first time he's done something like this.

Sad, but true. He could use a "nice" DOT inspection by a through officer.

i see this all the time... small expanded metal floor trailers with a bobcat on them and 600# or tree limbs hanigng off.. no brakes.. or single axle trailer... small tow vehicle..e tc....

I miss a lot of sales (commercial trucks) because I spec them out for the customers' needs...meaning I try to sell them the proper truck for their weight. They care not, though. It's all about the $$$

Transport Police doesn't even mess with them, either, and it is kind of disheartening.

Give the guy some credit. He had it padlocked to the truck so no one could steal it. And for bonus points, a fine job of attaching his safety chains to the trailer.

I don't know what that tractor weighs, but my guess is that it isn't overloading a 7k trailer by that much. The problem is the trailer doesn't look in such great shape. The welds broken on the fender and front rail don't appear to be the worst of it. It looks like the back 1/3 of the trailer is either sagging or broken. Also the obvious problem with the saftey chains and lack of tie downs.
