Has anyone ever heard of a "ratchet clause" from their utility? I know RI has one but not sure of other states. This is a clause that allows the utility to never drop below half of whatever your original highest demand was. If you started with say a 300kwh demand and you reduced that to say 75kwh, you will never be able to pay less than the figure based on half of your original demand or in this case 150kwh.
As this thing moves along, it has come to my understanding that I should not even have a demand charge or meter as this account has never exceeded 2000 kwh in any month. In 3 years, I have uncovered over $25000 in billing errors. You have to watch this like a hawk and know the rules. Also, this utility is using people from temp agencies to read meters. 2 months ago, I was charged for 10000 kwh on an account that really used 1000. I guess from some of the posters remarks here and else where, they would have just paid on the 10000kwh or else consider themselves a commie, pinko socialist for complaining about a bill in our "free enterprise" system.
