Look at the average home value numbers. The average home value in ohio is only $140k while in Mass it is $366k.

I guess in order to compare apples to apples, we would have to know his home value compared to his tax burden. My home and land value is just over $500,000 and we pay about $8,400 per year in property taxes.

My point to your link is that the effective real estate tax rate would have to be an average, because it varies from township to township and is not a flat percentage.

In rough figures , we were assessed at 1m with a buildable lot next to us assessed at roughly 400k. Our house was 16 k ish and the lot was 4K ish, ..We subdivided and now assessed the home at 800k and 4 more lots at 375k .. this years taxes will be 30k instead of last years 20k

That is a huge burden. Especially if considering retirement.

It is not totally accurate on the individual level for property tax when districts have significant special assessments...

California is roughly in the middle which is no doubt true Statewide but in cities like Oakland the tax burden can approach 2% with cities often as much as 50% higher than county... even when county has state of the art library, performing arts, sidewalks, downtown, etc... Oakland vs Castro Valley
