Has the sway or tilt ever worked on this machine? Does it even try to move?
Yes, when I was looking at the machine before I bought it, with the 2X4's between the axle & frame, I hit the lever and it moved a bit to the side it is now leaning towards. When I got the machine to my lot I yanked out the 2X4's and as soon as I started the machine, it swayed to the right and stayed there. I could tell before I bought it that the engine was laboring due to the hydraulics pushing against the 2X4 on the RH side crushing the wood. That's when the prev owner told me all Pettibone's eventually do that. I figured I could fix it no problem, I assumed it was the control valve.
The engine is an IH UB-240, I did a compression check and got the following results:
From the front cylinder to the back:
1) 155 psi
2) 154 psi
3) 154 psi
4) 148 psi
5) 152 psi
6) 155 psi
The engine laboring is definitely from the hydraulics, the steering control unit whines extremely loudly. I didn't hear the tell-tale relief valve squeal however, just a whining from the SCU.
