I hate Walmart and avoid it as much as possible. Seems every day I go must be WIC day. You can't take a cart down any aisle, they are all clogged. I don't go in there to save money, I frankly don't see much savings there. But I can get quart of oil, a kite, and a loaf of bread all in one place so thats the only reason we go in there. But...it usually costs about $300-$400 before we get out of there.

Years ago after putting in my 50 hours of work and bringing home my lousy check, I went shopping. I stood for many minutes pondering which cut of meat was cheaper, on sale, managers special, while this woman came up and grabbed everything, prime rib, filets, pork roasts etc.,without even looking at the price. So happened I was behind her at the check out. You already guessed it. She paid with food stamps. I worked like a dog to watch my pennies and she eats like a kind with no concern about price.

Current WIC Acceptable Foods Card

Those folks with the EBT (Electronic benefits transfer) cards can buy beer , candy and pop or pretty much whatever they want. Try holding your tongue when you see someone do that.

From what I can remember of working at the store 20 years ago (pre EBT)... I believe the WIC voucher was entered into the cash register like a check. And was only good on the items printed on that customers voucher (specific to each recipient), such as milk, eggs, formula. This was pretty clear and if you, the store, didn't follow it properly you could lose the ability to accept the WIC vouchers. I have heard of stores/employees being involved in fraud though.

Food stamps on the other hand. People tried to game that system back then. They knew we had to make change somehow. They would plan their food stamp purchases to maximize the amount of change, in the form of normal currency, they received back from the transaction. Then buy a pack of smokes or can of beer with that change. You knew they were doing it, but were unable to do anything as they were technically operating within the rules. In this aspect, the EBT cards would be stopping this type of abuse as there would be no change given back. I've also seen videos on the news where someone would buy a case of bottled water with food stamps/etc, go dump the water into the parking lot and return the bottles to get the deposit back in the form of cash.

Someone could go to the register with a gallon of milk, some baby formula and a six pack of beer. The WIC/foodstamps won't pay for the beer, they'd have to give cash for that. It may give the impression that they are paying for the beer when they hand over the WIC/EBT/foodstamps, but they're not. You could argue that the WIC/EBT/foodstamps enable the purchase of beer, as they would not have the cash to buy the beer if they used the cash on the milk, but that's a different argument than they bought beer with WIC/EBT/foodstamps.

It may not be legal but it is very much possible, and happens more than you or I may like to know.
