I think that's for late model tractors with tubeless tires, and particularly important for calcium ballast, while many of these old Yanmars have tube-type tires.I remember reading somewhere that you should have the water full enough to keep the rim submerged to help with rush prevention.
If that tire is old, brittle, and now has torn cords, I would worry about driving on side slopes. It could burst at the worst possible time and dump you over.after about 2 minutes it could hear some creaking and crackling,... it must have reached 45 or 50 PSI just with the hose! will now see how it goes with slope tilt
