Was looking at adding ballast to offset the weight of the 72 inch loader and number one the existing ballast boxes were expensive and only added 400 to 500 lbs. So I decided to build one out of some 2 by lumber that i already had on hand and buy at TSC a 120 dollar carry all to lift it. Did just that last weekend and now have a 5 x 2.5 ft by 1.6 ft high box filled with crushed rock sand. Looks to weigh about 2000 lbs and seems to feel right for the tractor and the cost was right.

All through the summer I used a roller filled with water for ballast. Just sat it on the drawbar, strapped it down and filled it. It worked fine, no sloshing because it was full. The issue I would see is that if you have used half the water then the sloshing may have a strange effect on the tractor unless it sits really low. Of course you could always make baffles inside the tub to limit this. Now I need to make one for winter.

Don't those TSC carry all's have a 1000lb load rating?
