Until the early to mid 1990's Diesel was cheaper than the low octane gasoline. I have bills for off-road diesel (pre-red diesel) where I was buying 250-300 gallons for just over $1.00 / gallon. When EPA started requiring the ultra low sulphur diesel, the price started rising dramatically. My understanding is that a big part of the increase was significant export of the LSD to counties that required LSD but did not have the refining capability to produce it.
For whatever it's worth, I was paying less than $1/gallon for propane then as well.
