On your advice I tried VSO Image Resizer.
This adds a subtle amount of sharpening (or maybe it's the quality of their 'cubic' algorithm) so it avoids a lot of steps needed in a photo editor. The reductions are noticeably sharper than those from PIXresizer and MS Powertools. And the interface is cleaner than PIXresizer.
