I've seen it done the way Pooh-Bear stated, and it worked.
I've also used a drag (old chain link gate) and drug the seed to where it wasn't uniform. I use a drag for smoothing only now.

Next time I try planting seed, if there is a next time, I'm going to prepare it, and toss the seed, and keep it very wet. The wetting should settle the seeds deep enough for them to germinate.

But the owner, or someone, is going to need to water it at least every day for the the first 3-4 days, maybe more.

I would believe the best thing to do is spread the seed then just run a roller over it to engage the seed into the dirt. Just like PB and KJ mentioned it should not be covered with dirt and a fence drag can do just as mentioned.

Around here people just spread the seed and cover it with a thin layer of straw. I don't know if that works in your climate or not.

That's what we did at the church back in March, seed on top of ground, then straw. We got a heck of a stand. No way to keep it watered and I'm afraid its going to die now cause we are dry.

I am going to call and see if they put straw down. In the past that is all my fathers has ever done. We are dry here also, in late April and early May we had 3 weeks of rain rain rain. The last 3 weeks it has only sprinkled here once.
